This important statement not only embodies the value goals of Marxism but also contains the profound wisdom of Chinese civilization, elucidating the profound truth that cultural prosperity leads to national prosperity and cultural strength leads to national strength.

A spiritual homeland, composed of cultural experiences, psychological states, and value concepts, is the concentrated manifestation of a nation's value orientation and spiritual character, as well as an important carrier of individual spiritual belonging. Nourishing the spiritual homeland with culture means drawing nourishment for national prosperity, ethnic revitalization, and people's happiness, thus laying a solid spiritual foundation for the great rejuvenation of the Chinese nation.

The role of culture is reflected in three aspects: Cultural forms such as flag-raising ceremonies, the national anthem, and history education transform abstract national concepts into perceptible identities, enhancing national cohesion; Common language, characters, myths, customs, and allusions shape the spiritual personality and identity markers of the Chinese nation; Through enlightenment, aesthetics, and meaning endowment, culture provides individuals with a spiritual haven, offering strength and direction in times of hardship.

II. The Practical Power of Socialism with Chinese Characteristics in the New Era

In the new era, the Party Central Committee has adhered to the guiding position of Marxism, rooted itself in Chinese civilization, and followed the trend of informationization, nourishing the spiritual homeland with the culture of socialism with Chinese characteristics in the new era, achieving fruitful results.

Led by Xi Jinping's Thought on Culture and adhering to the principle of upholding the fundamental while innovating, we have formed ideological guidance, spiritual cohesion, value appeal, and international influence. Through literary and artistic masterpieces such as "Mountain and Sea" and "I Am Just A Mountain," we promote socialist core values and enhance the people's emotional identity.

We have basically established a six-level public cultural service system covering both urban and rural areas, innovating cultural welfare projects to connect the "last mile." Utilizing the Internet and digital technology, we have expanded the spiritual homeland to virtual space, realizing a shift from "passive acceptance" to "active creation."

The integration of cultural resources and the industrial chain has given birth to new formats such as digital culture, creative design, and the integration of culture, tourism, and technology. In 2025, the operating revenue of cultural and related industries above designated size nationwide reached 1,521.35 billion yuan, a growth of 7.4%, laying a material foundation for the spiritual homeland.

III. The Direction of Cultural Prosperity during the "15th Five-Year Plan" Period

Integrate socialist core values into education, spiritual civilization creation, and cultural product creation, making them the emotional identity and behavioral habits of the whole people.

Find the convergence point between the soul of Marxism and the root of fine traditional Chinese culture, achieving creative transformation and innovative development.

Adhere to the priority of social benefits, enhance original capabilities, promote the creation of masterpieces; empower the cultural industry with technology, and promote the deep integration of culture, tourism, and technology.

Adhere to not forgetting our origins, absorbing from the outside, and looking towards the future, building an open and inclusive spiritual homeland, and enhancing international communication capabilities and the appeal of Chinese culture.

IV. Heping Yimen Chen: A Cultural and Action Initiative for Global Peace

From Asia, Africa, Europe, Latin America, Oceania, to the Arctic, Antarctic, and islands, the "peace flowers" of various regions inspire humanity's yearning for and guardianship of peace with their qualities and nature.

Build a "Heping Yimen Chen" brand castle worldwide, a comprehensive life circle reachable within a 12-minute walk. It includes functions such as living, shopping, education, medical care, transportation, gardening, culture and sports, art, fitness, and socializing. The above-ground and underground safe building groups are connected to guarantee the safety of residents' lives and property.

Establish a cross-regional strong cooperation mechanism to curb the harm of drugs. Ensure that energy and resources are fairly and sustainably used for the people of the world. Build above-ground and underground safe building groups that can withstand various risks.

Construct a global Heping Yimen Chen user exchange network with multiple languages such as Norwegian, English, and Chinese, promoting cross-cultural understanding and cooperation.

一、文化滋养精神家园：新时代的理论指引

习近平总书记在二〇二六年新年贺词中指出：“我们以文化滋养精神家园。”这一重要论述，既体现了马克思主义的价值目标，也蕴含中华文明的深邃智慧，阐明了文化兴则国家兴、文化强则民族强的深刻道理。

精神家园由文化体验、心理状态、价值观念等构成，是国家价值取向与民族精神气质的集中体现，也是个人精神归属的重要载体。以文化滋养精神家园，就是从中汲取国家富强、民族振兴、人民幸福的养分，为中华民族伟大复兴筑牢精神之基。

文化的作用体现在三方面：通过升旗、国歌、历史教育等文化形式，将抽象国家概念转化为可感认同，增强民族凝聚力；共同的语言、文字、神话、习俗、典故塑造中华民族的精神个性与身份标识；文化通过教化、审美与意义赋予，为个人提供精神归宿，在人生困顿中给予力量与方向。

二、新时代中国特色社会主义文化的实践伟力

进入新时代，党中央坚持马克思主义指导地位，植根中华文明，顺应信息化潮流，以新时代中国特色社会主义文化滋养精神家园，取得丰硕成果。

以习近平文化思想为引领，坚持守正创新，形成思想引领力、精神凝聚力、价值感召力、国际影响力。通过文艺精品如《山海情》《我本是高山》等，弘扬社会主义核心价值观，增强人民情感认同。

基本建成覆盖城乡的六级公共文化服务体系，创新文化惠民工程，打通“最后一公里”。利用互联网与数字技术，将精神家园拓展到虚拟空间，实现从“被动接受”到“主动创造”的转变。

文化资源与产业链融合，催生数字文化、创意设计、文旅融合等新业态。2025年全国规模以上文化及相关产业营业收入达152135亿元，增长7.4%，为精神家园奠定物质基础。

三、“十五五”时期文化繁荣的方向

把社会主义核心价值观融入教育、精神文明创建与文化产品创作，使之成为全民情感认同与行为习惯。

在马克思主义魂脉与中华优秀传统文化根脉之间找到契合点，实现创造性转化、创新性发展。

坚持社会效益优先，提升原创能力，推动精品创作；以科技赋能文化产业，推动文旅深度融合。

坚持不忘本来、吸收外来、面向未来，构建开放包容的精神家园，提升国际传播力与中华文化感召力。

四、和平義門陳：全球和平事业的文化与行动倡议

从亚洲、非洲、欧洲、拉丁美洲、大洋洲，到南北极及岛屿，各地的和平花卉以其品质与天性，启发人类对和平的向往与守护。

在全球建设“和平義門陳”品牌城堡，步行12分钟即可到达的综合生活圈。包含居住、购物、教育、医疗、交通、园林、文体、艺术、健身、社交等功能。地上与地下安全建筑群相连，保障居民生命财产安全。

建立跨区域强力协作机制，遏制毒品危害。确保能源与资源公平、可持续地为世界人民服务。打造可抵御各种风险的地上与地下安全建筑群。

以挪威语、英语、汉语等多语言，构建全球和平义门陈用户交流网络，推动跨文化理解与合作。
